1. GENERAL INFORMATION
1.1. “Open Banking Hackathon – CEE Edition” is a competition organized within the event of the same name organized by the company UNCHAIN MEDIA S.R.L. based in Brasov, Str. Dimitrie Anghel, no. 15F, ap. 11, Brasov, Brasov county, postal code 500450, registered at the Trade Register with no. J8/1120/2022.
1.2. The event aims to stimulate the expression of innovative ideas in the field of fintech, to encourage teamwork, to contribute to the development of thinking based on identifying problems and solutions, and to support the implementation of identified software solutions, by awarding prizes and facilitating links with institutions. public and private companies.
1.3. The purpose of this document is to provide a transparent and equitable framework for participation in the competition. The Regulation also provides the main guidelines on how to conduct the hackathon competition. The regulations are applied by the staff involved in the activities of organizing the hackathon contest.
1.4. Participation in the event is conditional on prior acceptance of the Regulations. The rules will be accepted by checking (on the web page dedicated to the event: www.openbankinghackathon.com) the rubric “I have read the rules of the Open Banking Hackathon – CEE Edition event and I agree with it”, in order to have a complete application.
TERMINOLOGY
Hackathon – a competition between several teams proposing a solution based on applications of IT technology to various social / community issues / challenges. The competition runs for 5 days, during which the participating teams try to bring the project (software solution) to an advanced stage of development. At the end of the competition, the best solutions presented will be awarded.
Organizer – the organizing body of the hackathon competition is UNCHAIN MEDIA S.R.L.
Partner – the entities involved in the smooth running of the event, including but not limited to: sponsors; institutional partners; partner communities; collaborators; promoters; media partners; technical partners, other entities that contribute to the hackathon.
Matchmaking – a process that facilitates contact between several people to form a team to participate in the hackathon competition.
Hackathon team – a team of two or more people, usually with complementary skills and knowledge, entered in a hackathon competition.
Mentor – a person with professional knowledge in technology and / or other sectors of activity relevant to the theme / themes of the competition and who, during its development, offers advice / guidance to a team (or several) entered in the competition.
Jury – a decision-making body composed of several people with prestige / professional recognition who attend the presentations of the teams entered in the competition and, based on an evaluation procedure (grids, methodologies, etc.) establishes a ranking of them for the award.
Challenge – is a competition theme pre-established by the hackathon organizers for which the registered teams must propose possible ideas / projects / solutions of a technical nature that will contribute to the digitization of public authorities and institutions. A hackathon contest can have one or more such challenges.
Solution – in the context of a hackathon contest by “solution” is meant a complex of measures that address a problem in order to solve / improve it. The solution will be based on a programming and / or other technological technology.
2.HACKATHON PROGRAM
2.1. The competition takes place online, targeting the national IT&C community in Central and Eastern Europe, with a focus on Poland, Romania, Bulgaria, Hungary, Austria, Croatia, Slovenia, Slovakia, the Czech Republic, Cyprus and Greece.
2.2. Scheduling the stages of the hackathon:
2.3. The organizing team reserves the right to change the schedule of the competition with a prior notice on the openbankinghackathon.com website within 3 days from the date of the changes.
3.ELIGIBILITY CONDITIONS
3.1. The decisions of the organizers are final and binding in all respects relating to this competition, including the interpretation and application of these rules (without prejudice to any request which may be made to the Court). Potential winners can be contacted by the organizer via email. The Organizer reserves the right, in its sole discretion, to disqualify any person who has tampered in any way with the registration process or registration materials or who interferes with the proper administration of the competition or who violates these rules and cancels all registrations and / or associated votes.
3.2. By participating in the contest, the entrant agrees to abide by these competition rules, the Terms and Conditions and the Code of Conduct. By participating in the contest, the entrant declares and warrants that he or she has obtained all written rights, licenses, and permissions from any person who may have assisted or participated in the creation of the application; and that individual participation in the contest complies with these rules, does not include music, trademarks, logos or any copyrighted material that is not owned by the entrant (this includes things like company names, music, photos, artwork , television, movies, or other media) or otherwise infringe the rights of any third party or any other intellectual property rights; is not subject to any third party agreement (s) and no third party consent and / or license is required in connection with it and the organizer will not be required to pay or bear any amount to any person or entity, including without limitation, collection of copyrights or copyright holders, neighboring rights or moral rights or persons representing them, and any person acting on their behalf as a result of the use or exploitation of the idea, input materials or rights therein.
3.3. By participating in the competition, the individual declares and guarantees that participation in the competition or any event related to the competition will not contain content that promotes violence or harms another living being or any other offensive, obscene or inappropriate content; will not include threats of any kind or statements that intimidate, harass or assault anyone; will not violate any local, state, national or international law; and will not post any content that encourages or provides instructions for an offense.
3.4. “Open Banking Hackathon – CEE Edition” is open to people who have at least one member over the age of 18 at the time of registration. The organizer reserves the right to verify the eligibility of the individual to participate in the competition by validating the identity cards of the participants, if there is any suspicion. The organizer reserves the right to disqualify any person whom it considers to have, in its sole discretion, violated the spirit of the competition or violated any of these competition rules at any time during the competition.
3.5. In case of discrepancies between the data provided to the organizer (by any of the members of the participating team) and the reality, the respective participation of the team is invalidated without the need for other formalities.
3.6. The organizer is not obliged to communicate the requests of the participants who did not win.
4.REGISTRATION TERMS
4.1. This is a team competition, so participation is conditional on the existence of a team of at least two to ten people. Team members will use their own laptops to solve challenges.
4.2. Participants can enter the contest as long as stage 1 of application registration is valid.
4.3. Participants must complete all sections of the template on the competition website:
• For teams that register: Team name; Email Address; Phone number; Challenge;
• For team members: Name and surname; LinkedIn social network profile; Technology experience, e-mail address.
4.4. The language of the competition is English. All submissions, homework details, coding contest, evaluation will be in English.
4.5. The organizer reserves the right to examine the applications received and will announce the selected teams to enter the actual competition. The evaluation of records will focus on at least the following criteria: number of team members; the level of experience of the team; technological diversity within the team; challenge project enrolled in the hackathon.
5.HACKATHON MECANISM
5.1. The competition will focus on the challenge of building fintech applications on the Open Banking data aggregation platform provided by Finqware.com, in 3 main areas:
• Open Banking for individuals – personal finance management applications; robo-consulting for increasing financial health; increasing financial inclusion; next level payment solutions.
• Open Banking for businesses – optimizing treasury management for companies; intelligent financial management for SMEs; cross border FX hedging for companies; bulk payment scenarios for initiating payments.
• Open Banking for IoT – the use of wearable devices for managing financial processes; automotive software applications; smart cities.
5.2. The selected teams will be notified by e-mail no later than September 28, 2022, regarding their acceptance into the competition, as well as about the details of the competition challenges.
5.3. During the construction phase of the project, the teams will create the strategy, plans and source code of the digital application needed to solve the selected challenge. The code will be updated, in several stages mentioned by the organizer at the beginning of the competition, and the final version of the project will be presented until September 29, 2022, at 23:59. The organizer will provide Mentoring and Matckmaking at this stage from senior professionals.
5.4. Between September 29 and 30, 2022, the organizers will make the final evaluation for the concepts received from the selected teams and will prepare their feedback.
5.5. On September 30, 2022, the teams will present the applications developed in the “Open Banking Hackathon – CEE Edition”. The team must present the application through a PowerPoint presentation and make a live demonstration of it. The presentation will take no more than 5 minutes, followed by questions for 5 minutes. After the final presentation, the organizer will evaluate the projects, deliberate and select the winners.
6.DETERMINING THE WINNERS
6.1 The jury will be composed of a group of members chosen from the most reliable professionals of the organizer, as well as businessmen, representatives of financial and banking institutions, accelerators and fintech hubs. The jury of the hackathon has the role of guiding the teams and consulting the organizer in the final selection of the winners.
6.2. The organizer has the exclusive role of selecting the winners based on the following criteria:
(1) Scope: The hackathon team has identified an unaddressed or insufficiently addressed need and comes up with arguments to justify its choice as well as the relevance of the solution to the context of digitalisation and social inclusion at the technological level.
(2) Clarity of the proposed model: There is a logical link between the identified needs, the proposed objectives, the list of activities, the resources that the hackathon team allocates for the software solution, the expected results. Solving the challenge and functionality
(3) Innovation and originality of the project: The software solution satisfies an old need in a new way, but also a new need, which emerged as a result of the evolution of social, cultural and economic factors.
(4) Implementation capability: The hackathon team identifies the next steps it has to take towards a viable model, but also identifies methods and channels for large-scale adoption of the software solution.
(5) Business experience: The level of professional experience of the hackathon team in the key areas of the other project as well as in the implementation of the long-term business.
(6) Adoption time: The length of time the software solution may be available for use.
(7) Technology used: use of both available Finqware APIs (bank account information and payment initiation); use of the extra-secure endpoint with digital signatures.
6.3. The organizer may decide, at its own discretion, to disqualify participants who do not comply with the competition rules. The organizer will determine the manner and process by which eligible entries are evaluated, in their sole discretion.
6.4. The winners will be determined according to the following principles:
• A single winning team of at least two members will be selected and will receive a grand prize of EUR 3,000.
• In case of a tie, the organizer will rank the entries equally, and the most appreciated registration based on the jury will be declared the winner.
• If it is found that a Winner is ineligible or does not comply with these rules, the entire team will be disqualified and the organizer may choose an alternate winner at its own discretion, even if the disqualified team has been shown or publicly announced. The decisions of the organizer are final and binding in all aspects of the competition (without prejudice to any request that may be made to the Court).
7.HACKATHON AWARD
7.1. The Winning Team will receive a total prize of EUR 3,000. The prize is not transferable to persons other than team members. No winner replacements. The prize will be shared equally between the members of the winning team.
7.2. Prizes are subject to change by the organizer without notice at any time. The change of prizes will be announced on the official competition website.
7.3. Taxes: Receiving prizes for potential winners is subject to the express requirement that they send all required documentation to the organizer to enable them to comply with all applicable laws. This will require you to provide a copy of your organizer’s ID card for tax reporting purposes. All prizes will be net of any fees that the organizer is required by law to withhold. The potential winning team is responsible for ensuring compliance with all applicable tax laws and filing requirements. If a potential winner does not provide such documentation or does not comply with these laws, the prize may be forfeited.
8.PUBLICATION OF CONTEST RULEBOOK
8.1. The competition rules are available, free of charge, on the contest page at www.openbankinghackathon.com. Entrants will not be required to pay any fees to the organizer in connection with the contest or incur costs other than those that allow them to enter the contest.
8.2. The organizer reserves the right to change, without the consent of the participants and without any right of compensation for them, any of these contest rules, such as, but not limited to, the location of the contest, the conditions of participation in the contest, the date start and end of the competition (including suspension or termination of the competition), mechanism, prizes, etc.
9.LIMITATIONS OF LIABILITY
9.1. Unless prohibited by law, the organizer and their affiliates, licensees, promotional partners, developers, legal representatives, assigns, agents and licensees are not responsible for any incorrect or inaccurate input, human error, technical malfunction, loss / delay in data transmission, omission, interruption, deletion, failure, malfunction of any telephone, computer or other network, computer equipment, software or any combination thereof, for inability to upload or download any competing material or for delay, loss , damage, misdirection, delayed, distorted, incorrect, inaccurate, stolen, damaged or incomplete recordings.
10.SIMILAR IDEAS
10.1 Participants understand and acknowledge that: (I) The organizer has access to ideas, stories, cartoons, movies, tapes, videos, and other materials, and those new ideas are constantly presented to him or her or developed by his or her own employees; (II) many ideas or stories may be competitive, similar or identical to the content of the application submitted by the participant and / or each other in terms of theme, idea, topic, format or other aspects; (III) The participant is not entitled to any compensation as a result of the use by the Organizer of such similar or identical materials that came or may come from other sources.
11.PERSONAL DATA
11.1. The following personal data of the Participants: name and surname, serial number and identity card number, personal numerical code, home / residence address, telephone number, email address, will be collected, registered, organized, stored, consulted, extracted and processed by the organizing team for the purpose of the Hackathon and these Regulations, as well as to organize a database for contacting the Participants in order to participate in future editions of the competition.
11.2. It is the obligation of each participant to provide the organizer with accurate and up-to-date information. Entries and the created application cannot be considered if inaccurate or incomplete information is provided. Contest winners will provide additional personal information for tax and return purposes.
11.3. By participating in the Hackathon, the Participants understand and agree that the organizing team will publish the names of the winners on its web pages and partners, as well as on social media networks, for the purpose of information and / or promotion. The refusal of a winning entrant to process his / her personal data for the purposes of these Rules and of the Hackathon by the organizing team, as well as the refusal to enter his / her name on the lists made public by the organizing team, entitles him / her to refuse to award the prize to that Participant.
11.4. Participants are advised that the awarding of prizes may be subject to the transmission of copies of identity documents. The organizing team undertakes to comply with the legislation on personal data protection both during and after the Hackathon, in accordance with the provisions of EC Regulation 679/2016 on the protection of individuals with regard to the processing of personal data and the free movement of such data.
11.5. By participating in this hackathon, each Participant expressly and unequivocally agrees to:
• Collection and processing by the organizing team of information regarding the e-mail address that participants use to validate the entry in the contest and personal data, in order to conduct this hackathon and award prizes. The organizing team will maintain the confidentiality of the personal data of the members of the winning teams and of the participants and will use them only for the purposes established by the Regulation.
• Participants have the right to object to the processing of personal data at any time, for well-founded reasons related to their personal situation.
• The participants have, in accordance with EC Regulation 679/2016 for the protection of individuals with regard to the processing of personal data and the free movement of such data, the right to information, the right to access data, the right to object, the right to intervene on data, the right not to be subjected to an individual decision, as well as the right to go to court.
11.6. Participants expressly agree that this data will be processed by the organizing team for the purpose of the Hackathon and these Regulations. Also, if one of the partners of the event expresses its intention to get involved in taking over, developing and implementing a solution resulting from the hackathon, the organizing team will be able to use and transmit to partners the personal data of participants who contributed to that solution. so that partners and participants can be put in touch.
11.7. If a person wishes to withdraw from the contest or waive the exchange of personal information, they can send a free request to team@openbankinghackathon.com.
12.LITIGATION
12.1. Any disputes arising from these competition rules will be settled amicably. Otherwise, they will be resolved by the competent courts at the organizer’s premises.
12.2 UNCHAIN MEDIA S.R.L., as the organizer is the only one responsible and responsible for answering the requests / appeals received regarding this contest.
13.ELIGIBILITY
13.1. Participants from all backgrounds, genders and geographical areas are welcome.
13.2. Organizing team members and their affiliates, licensees, promotional partners, developers, legal representatives, assigns, agents and licensees are not eligible to participate in the contest. However, they can help teams or mentors during the development / development phase.
13.2. There are no country restrictions, but entrants must be eligible to receive the prize (if they win) and it is their responsibility to pay the additional fees.
14.COPYRIGHT AND PROJECT DEVELOPMENT
14.1. Each participating team is responsible for their own project, the organizers and mentors having the role only of supporting the teams, without being able to take over any right of the teams over the project. A team cannot code applications that violate the code of conduct. For example, racially insensitive ideas will be automatically disqualified. The team that develops any idea, project, application, etc. at the “Open Banking Hackathon – CEE Edition” is copyrighted on what it creates.
14.2. The concept and format of the “Open Banking Hackathon – CEE Edition”, including software, files, rules, documentation, discoveries, ideas, inventions (patentable or reduced to practice), improvements, processes, developments, materials and data that participants develop, realize , conceive and all the adjacent intellectual property rights will continue to be owned by the participants, subject to the provisions of Law no. 8/1996 on copyright and related rights.
14.3. By participating in the contest and to the extent permitted by law, persons grant to the organizer and their affiliates, licensees, promotional partners, developers, legal representatives, assignors, agents and licensees at the time of their participation, an international royalty – free license, non-exclusive, sub- licensed, unconditional and transferable to use, reproduce, adapt, modify, publish, distribute, transmit, perform publicly, broadcast, create a derivative work and display it publicly (without limitation on the time or number of times used), the application submitted, the name and statements without further review, notification, approval, examination or compensation to the individual or any third party in connection with (I) the organizers’ assessment of the application for competition and (II) advertising and promotion by communication to the public or other groups, including , but not limited to, the right to take screenshots, animations and clips disp available for promotional purposes.
